In compliance with the South African Regulation of Interception of Communications and Provision of Communication-Related Information Act (RICA), all SIM cards and landlines must be registered before use. This process ensures that all users are correctly identified and that their information is securely processed.
Why Do I Need to Complete the RICA Process?
RICA is a legal requirement in South Africa designed to help combat crime by ensuring that all mobile phone and landline users are properly identified. By completing the RICA process, you contribute to a safer and more secure telecommunications environment.
Steps to Complete the RICA Process
1. Company Detail Verification:
- If you're registering a SIM card or landline under a business or company name, you will first need to provide the necessary company details. This includes the company’s registration documents and proof of business address.
2. ID Verification:
South African Citizens:
- You must upload a clear image of your Smart ID Card or Green Barcoded ID Book. The document must be held next to your face in the photograph to ensure both your face and the ID details are clearly visible.
Foreign Nationals:
- You are required to upload an image of your valid passport. The personal details page of the passport must be shown clearly in the photo, and you should hold the passport next to your face.
- If applicable, include a temporary residence permit by uploading a clear image alongside your passport.
3. Address Verification:
- You must provide proof of your residential address. Acceptable documents include utility bills, bank statements, or a lease agreement. The document must clearly show your name and physical address and be no older than three months.
Common Questions & Troubleshooting
Q: What if my ID/Passport is not accepted?
- Ensure the document is fully visible in the image, with no parts cut off or obstructed.
- Double-check that your document is in good condition, with no excessive wear or damage that could obscure important details.
- Ensure the photo you upload is clear, well-lit, and free from any reflections or shadows that may cause the details to be unreadable.
Q: Can I use an older version of my South African ID?
- While the preferred method is the Smart ID Card, the Green Barcoded ID Book is still accepted if it’s in good condition and all details are clearly visible.
- If you only have an older version of the ID and it is not being accepted, you may need to visit your nearest Home Affairs office to upgrade to a Smart ID Card.
Q: What types of documents are accepted as proof of address?
- Accepted documents include recent utility bills (electricity, water, etc.), bank statements, municipal rates and taxes invoices, or a valid lease agreement. The document must be less than three months old and should clearly show your name and residential address.
- If you do not have a document in your name, you may use an affidavit from the person in whose name the document is, provided they confirm that you reside at the address.
Q: What should I do if I don’t have a physical address?
- In cases where you do not have a traditional residential address, such as living in a rural area, you can use an affidavit from a local authority or community leader that verifies your place of residence.
Q: What happens if I don't complete the RICA process?
- Failure to complete the RICA process will result in your SIM card or landline being deactivated. You will not be able to make or receive calls, send texts, or use mobile data until your SIM card is successfully RICA’d.
Tips for a Smooth Verification Process
- Ensure All Documents are Legible: Make sure your ID and proof of address documents are in good condition and clearly visible in the photos.
- Use Good Lighting: Take your photos in a well-lit area to avoid shadows or glare that could make your documents hard to read.
- Avoid Wearing Accessories: Remove any hats, sunglasses, or other accessories that could obscure your face when taking the photo.
- Double-Check Your Details: Before submitting, review all the information you’ve entered and the documents you’ve uploaded to ensure everything is correct.
